NYPD document: Collect intel at Shi'a mosques

NEW YORK (AP) — A secret police document shows that the New York Police Department recommended increasing surveillance of thousands of Muslims and their mosques based solely on their religion.

The Associated Press obtained a copy of a May 2006 NYPD intelligence report on Iran. It says police should expand clandestine operations at Shiite mosques. It then lists mosques around the Northeast.

Mayor Michael Bloomberg has said the NYPD never considers religion in its policing. Police Commissioner Raymond Kelly has said police only go where investigative leads take them. But the document lists no leads justifying spying at Shiite mosques.

The document will likely renew debate over how the NYPD views Muslims. Activists in the Muslim community recently sought Kelly's resignation over a video shown to 1,500 officers saying that Muslims wanted to "infiltrate and dominate" the U.S.

This five-year-old document recommending these actions is almost a non-story compared with the fact that the NYPD has actually, in fact, been doing this illegal surveillance, since shortly after 9-11. It provides some probable background to the NYPD's activities, and of course documents at least one instance of that agency's stated intent to engage in them...but, at the end of the day, a recommendation is only that. The important thing to keep in mind is that the actions recommended by this document took place in the real world, both before and after its distribution.

....I must admit that it is strange that the AP revives this story .......but it must be relative to the fact that this is an on going strategy of the NYPD........

"The document also suggests a broader international intelligence mission than the department has previously acknowledged. The NYPD has officers stationed in 11 foreign cities such as London, Paris, Madrid, and Tel Aviv, where they work with local police and act as the NYPD's eyes and ears overseas.

In their recommendations for the foreign liaison unit, analysts wrote that officers should: "Focus international intelligence collection on the Iranian threat, to include the activities of the IIS, Hezbollah, Hamas etc. throughout Europe and the Middle East."

NYPD officers abroad are not supposed to be spies and do not answer to the U.S. director of national intelligence or the CIA station chiefs who coordinate America's efforts to gather intelligence on Iran. In fact, the NYPD's international officers aren't even paid by the department. Rather, the program is paid for through a nonprofit foundation that raises money from corporate donors.

It has not previously been known that the NYPD would consider gathering overseas intelligence on Iranian intelligence services. The police department does not disclose details about the inner workings of the international program to the City Council, to Congress or to U.S. intelligence agencies."

After forcing the FBI and CIA to purge their counterterrorism training programs of all references to “Islam” in “Islamic terrorism,” the Muslim Brotherhood in America has turned its sights on the New York Police Department (NYPD).

Writers from the Brennan Center for Justice at the New York University School of Law have posted op-ed pieces in the New York Times criticizing NYPD Commissioner Ray Kelly for appearing in “The Third Jihad” and authorizing its screening in NYPD training courses.
