It only has to be adjudicated if charges are brought. Since it is not a violation of either the Hatch Act or the UCMJ, no charges would ever be brought. If you can show me a single example in the history of the United States Army in which a soldier has been tried or even subjected to nonjudicial punishment for a bumper sticker on his privately owned vehicle, please do so.
