Obama Admin May Have Illegally Spent $10 Million Promoting Abortion in Kenya

Washington, DC (LifeNews.com) -- New information obtained by a member of Congress makes it appear the Obama administration has spent $10 million potentially illegally promoting a pro-abortion constitution in Kenya. Obama officials were thought to have spent $2 million but Rep. Chris Smith says that figure could exceed $10 million.

Lobbying for or against abortion is prohibited under a provision of federal law known as the Siljander Amendment annually included in the State, Foreign Operations Appropriations Act.

The amendment reads, “None of the funds made available under this Act may be used to lobby for or against abortion,” and violations are subject to civil and criminal penalties under the Antideficiency Act, 31 U.S.C. § 1341."

Smith, the leading Republican on the House Africa and Global Health Subcommittee, and two other members of Congress have called for a probe into the Obama administration's spending in support of a campaign to get the pro-abortion constitution approved in Kenya in August.

The three sent a May 6 letter to the Inspectors General at the State Department and U.S. Agency for International Development seeking a probe.

Today, Smith's office informed LifeNews.com that subsequent information uncovered by investigators has revealed that actual U.S. taxpayer expenditures in support of the pro-abortion constitution are estimated to exceed $10 million.

“This week I learned that U.S. taxpayer expenditures in support of the proposed constitution may exceed $10 million—five times the level we original suspected," Smith said.

“This massive spending will undoubtedly be directed to those entities that are pressing for ratification of the proposed constitution. Such support will further enable passage of a constitution that is opposed by many pro-life leaders in Kenya, because it enshrines new rights to abortion. As such, the funding is a clear violation of federal law against use of U.S. taxpayer funds to lobby for or against abortion,” Smith explained.

He added, “Learning of significant additional U.S. donations gives even more urgency to our request for thorough and objective investigations into all State Department and USAID funded activities related to Kenya’s proposed constitution. I hope that all investigative agencies will take our request seriously and act swiftly in this matter."

As LifeNews.com reported, US Ambassador to Kenya Michael Ranneberger called last month on the African nation's political leaders to rally the people to pass the referendum.

Smith authored the May 6 letter with Rep. Ileana Ros-Lehtinen of Florida, the Ranking Republican on the House Foreign Affairs Committee and Rep. Darrell Issa, the top Republican on the House Oversight Committee.

Ranneberger issued a statement praising the Kenya parliament for passing the proposed constitution and urging President Mwai Kibaki and Prime Minister Raila Odinga to rally support for it.

He also suggested the Obama administration would fund a national campaign to persuade the people to adopt the document.

Although the draft contains language advocating the right to life for unborn children, it contains a section with a health exception that essentially opens the nation to unlimited abortions throughout pregnancy for any reason.

Before the revised constitution can come into force, it must be approved by popular vote -- expected in July or August.

“Kenya’s current constitution includes no reference to abortion and abortion is not legally permitted in Kenya except to save the life of the mother," the pro-life Republican lawmakers said.

They added that “any expression of support for or opposition to the proposed new constitution (including by drafting, offering technical advice or providing foreign assistance of any kind that is designed to influence public approval in the upcoming plebiscite) unavoidably involves lobbying for or against abortion."

The letter went to Gene L. Dodaro, Acting Comptroller General of the U.S. Government Accountability Office; Harold W. Geisel, Acting Inspector General, U.S. Department of State, Office of Inspector General, and to; Donald A. Gambatesa, Inspector General of the U.S. Agency for International Development.

As usual Mornac's got this wrong. This is the Bush recession. It will remain the Bush recession until it gets fixed. After all the recession stared before Obama became president. If the economy had been stable and then a recession started during Obamas time, then it could accurately be said that this is Obamas recession.

Obama Administration to Spend $125M to Defend Pro-Abortion Health Care Law

Washington, DC (LifeNews.com) -- The Obama administration is unveiling a new $125 million publicity campaign over the next five years to promote the pro-abortion health care law. Obama officials are replying on a pro-abortion former senator and a former official of a top pro-abortion group to make the case for the law.

The move comes as polling data continues to show a majority of Americans oppose the pro-abortion, government-run health care system Obama and his congressional allies created.

Despite an executive order Obama signed, the program contains massive funding for abortions and states are already exercising their option to opt out of some of the abortion funding.

Former Senate Democratic leader Tom Daschle and Victoria Kennedy, wife of the late pro-abortion Sen. Ted Kennedy, will head up the new public relations campaign.

Andrew Grossman, a veteran Democratic operative, will head up to day-to-day operations of the new effort, dubbed the Health Information Center, according to a Politico report. Grossman is already raising money from unions, corporations and foundations to help defend the health care scheme.

Tomorrow, President Barack Obama will kick off a series of public events designed to boost support for the pro-abortion health care program in advance of the coming November elections that appear likely to have numerous pro-abortion Democrats losing their congressional seats.

But with some of the major portions of the health care law not going into effect until 2014 and with Obama's own job on the line in 2012, the public relations effort is seen as necessary to bolster his own lagging approval ratings.

Politico indicates the Health Information Center will eventually have a Washington office and more than a dozen staffers. That will include Sheila O'Connell, longtime political director for EMILY’s List, a radical pro-abortion group that only endorses candidates who support forcing taxpayers to fund abortions and oppose bans on partial-birth abortions.

The White House, Politico indicates, will also host 100 simultaneous events, including call-in forums, designed to reach million of voters and sell them on the pro-abortion health care system.

The Obama administration has a long way to go to persuade Americans to support what they term ObamaCare as, according to a CNN poll, just 43 percent of Americans are in favor of the health care scheme Obama signed that includes massive abortion funding and rationing concerns. A much higher 56 percent of Americans oppose it, yielding a -13 percent rating. CNN

Ed Morrissey, a conservative writer at HotAir, said CNN chose to survey adults in general -- instead of registered or likely voters, which would have provided better results about the feel of the American electorate heading into the November elections.

"A poll of adults is the least predictive sample for elections. Polling likely voters gives politicians a much more predictive look at voting behavior than registered voters, and a general adult population sample is relatively worthless when other pollsters provide the more predictive sampling techniques," the conservative writer said.

As such, Morrissey says Obama and his pro-abortion allies should be worried because the 56-43 percent disapproval of pro-abortion health care is likely worse when it comes to voters who will show up in November.

"In fact, general-population polls tend to skew too far toward liberal policies and politicians — so this isn't good news at all for Obama and his health-care plan supporters," he concluded.

And a Rasmussen poll of likely voters finds 63 percent want to repeal the law compared with 32 percent who oppose repealing it. That tops the prior poll with a near high of 56-39 percent supporting repeal.

Obama administration spends $1.2 billion on cycling and walking initiatives

The Obama administration more than doubled spending on cycling and walking initiatives to $1.2 billion (£810 million) last year as it seeks to coax Americans out of their cars.

Spending on biking and walking projects rose from less than $600 million (£407 million) in 2008, according to the Federal Highway Administraion. Twenty years ago, the federal government was spending only $6 million a year on such projects.

The spending on biking and walking projects was scheduled to rise last year anyway, but the administration boosted it with $400 million in funds set aside under the economic recovery program.

The new focus on biking and walking represents a turnaround from the administration of President George W Bush. Mary Peters, transportation secretary under Bush, dismissed biking paths and trails as projects that "really are not transportation," saying they had no place in federal transportation policy.

In March, Mr Obama's transportation secretary, Ray LaHood, announced a policy "sea change" that gives biking and walking projects the same importance as automobiles in transportation planning and the selection of projects for federal money.

The new policy is an extension of the Obama administration's livability initiative, which regards the creation of alternatives to driving – buses, streetcars and trains, as well as biking and walking – as central to solving the nation's transportation woes.

Biking and walking is on the rise, according to the report, which is based on annual survey data. The number of reported walking trips has more than doubled since the first survey, from 18 billion in 1990 to 42.5 billion in 2009. Bicycling trips saw a similar increase, from 1.7 billion to 4 billion during the same period.

Together, the two modes account for 11.9 per cent of all reported trips by Americans. Biking is less than 1 per cent of the total.
"Americans want and need safe alternatives to driving," Mr LaHood said in a statement. "By making biking and walking safer and more accessible, we'll be able to provide Americans with more choices and help foster more active, liveable communities."

Let me say this. If the general public is fooled by all the propaganda into electing a republican majority and a republican president in 2012, then the downfall this nation is going to take is deserved.

I'll open up a private practice myself and get paid real well.

And if we elect Sarah Palin to be president at any time, just cash it in, America is gone.

Because people like moronac don't seem to get that cycling is a honored mode of transportation in a lot of places on this planet.

Americans struggling to find jobs and pay income taxes take heart: More than a million dollars in U.S. federal funds will be used to examine homosexual male prostitutes in Vietnam.

The National Institutes of Health, or NIH, has awarded $1.44 million for a "study of drug and sexual risk among young male sex workers Hanoi and Ho Chi Minh City, Vietnam."

"There are an estimated 8.3 million individuals with HIV infections in Asia, one-fifth the disease burden worldwide," the project abstract states. "Initially thought to be confined to circumspect populations of male IDUs [injection drug users] and female sex workers, it is now clear that men who have sex with men are also at high risk."

Along with rapid increases in cases of HIV and sexually transmitted infections among young men in the region, the abstract states that there's also been an "expansion of markets for male sex work and international male sex tourism." Many of the male prostitutes also have female partners.

NIH says the first study will "describe the settings, venues, and overall social milieu in which male sex work is being situated."

The second study will conduct a survey to "estimate the size of the male sex worker population in each city."

The third study will be a broad cross-sectional study to construct a "comprehensive ethno-epidemiological profile of behavioral HIV risk among male sex workers."

Study 4 will assess negative medical consequences in the population and screen for the presence of HIV and sexually transmitted infections.

"In Study 5, we will recruit young men who have recently initiated male sex work for participation in a one year series of ethnographic interviews to describe the unique vulnerabilities associated with the early course of male sex work," the abstract states.

Study 6 will use data from earlier studies to assess the impact of behavioral risk among male sex workers on the diffusion of HIV-1 in Hanoi and Ho Chi Minh City.

Under a section titled "Public Health Relevance," the NIH explains why the project is needed:

This study seeks to address an important public health question: what is the impact of male sex work on the growing HIV epidemics in Hanoi and Ho Chi Minh City, Vietnam? HIV rates in Vietnam are rapidly increasing, and yet there are limited data on the role that different populations play in this increase. Existing data are based on the assumption that HIV is found primarily in injection drug users and female sex workers, with only recent attention being paid to men who have sex with men. … Through comprehensive behavioral interviews, detailed ethnography, and state-of-the art biological tests (including tests for HIV and HCV subtypes and HIV treatment resistance), we will describe the demographic, social, and economic characteristics of the male sex worker population in Hanoi and Ho Chi Minh City, Vietnam, as well as the unique vulnerabilities associated with the onset and early social course of male sex work. …

The National Institute on Drug Abuse, NIDA, a component of NIH, is listed as the funding entity, and the University of Puerto Rico School of Medicine is the grant recipient. According to the NIDA website, the institute supports more than 85 percent of the world's research on drug abuse and addiction.

It receives its funding through congressional appropriations, and NIDA is also authorized to accept donations.

The following are recent award amounts for the Vietnam study:

-Fiscal year 2010: $442,340

-Fiscal year 2009: $465,974

-Fiscal year 2008: $534,201

A total of $1,442,515 in federal funds has been awarded to the project.

There are in Africa more than 22 million people living with AIDS; around 12 million orphans because of AIDS.  The situation in Asia is different: in Vietnam a relatively small proportion of the population has AIDS.  It is responsible to study the habits of the groups that transmit AIDS to know how to best handle the problem.

That is how you address a problem in the real world.

White House releases staff salary data

The White House on Friday released the salaries of its staff members ranging from its lowest-level employees to chief of staff Rahm Emanuel.

Emanuel, press secretary Roberts Gibbs, senior adviser David Axelrod and senior adviser Valerie Jarrett make the top salary amount of $172,200 per year. Three staffers have their salaries listed as $0.

In total, the White House pays its staff $38,796,307.

"Since 1995, the White House has been required to deliver a report to Congress listing the title and salary of every White House Office employee," the White House blog says. "Consistent with President Obama's commitment to transparency, this report is being publicly disclosed on our website as it is transmitted to Congress."

The depression that we're trying to recover from isn't of Obama's making. The arguments against his policies are pure partisan bullshit Mornac, bearing zero relationship to legitimate economic thought.

There was absolutely nothing McCain or anyone else could have done that would have brought us into a sustainable recovery at this point. Most people understand this, and anyone with any sense knows that to be the truth. Even you know this to be the truth and nothing you can say would convince me that you're not acting right now as an uber partisan.

The problem with your uber partisanship is that it's dangerous. Your "supply-side economics" bullshit may not have created the problems but it sure as hell made it a lot worse than it had to be. You gave us 8 years of uninterrupted flim flam, and 30 years of nonsense about how big business should run our lives and extract as much profit from us as possible at whatever expense.

There is a serious flaw in your ideology Mornac, and your denial is a pathology in and of itself.
