If they already agreed to it as of April 2018, why is it expected and not already happening in Sept 2019.

There's no reason to believe anything Trump says or tweets. His record of lies is epic Guiness, but of course, you already knew that. If you were a lottery winner, but were not paid for 16 mos. with no mention of a deadline, I doubt you would be complacent.

--The time frame for payment in a lottery is clearly outlined. If state sponsoring a lottery blew a deadline for payment with me, yer damn right I would not be complacent. I'd be having a chat with a lawyer.
